rate * time= distance.

total distance she travels is 6 km.
6 from 14 is 8 km.

joe must have walked 8 km in 4 hours.

rate * time = distance.

for joe, this becomes rate * 4 = 8
solve for rate to get rate = 2.

joe walks at the rate of 2 km per hour.
