Let assume for a moment that all those animals have 2 legs each.
Then the number of legs would be 47*2 = 94.

There is a shortage of 116-96 = 22 legs.

It is clear that the shortage is due to the fact we counted only 2 legs for bears instead of counting 4.

Therefore, the number of bears is 22%2F%284-2%29 = 22%2F2 = 11.

Answer.  11 bears and 47 - 11 = 36 penguins.
