4x^-2y /3y^-3
flip the variables, changing the sign of their exponent and keep the coefficients where they are.
it becomes 4y^3/3x^2y
I am assuming the problem is not (4x)^(-2y)/(3y)^(-3), where one would just flip the fraction and make the exponents positive.
