J = R + 28
J-9 = 5(R-9)
----------------
Substitute for "J" and solve for "R"::
R+28 - 9 = 5R - 45
-----
4R = 64
Robbie = 16yrs

Solve for "J" using J = R + 28
Jones = 16 + 28 = 44

FYI: Robbie can never be 9. If so, he would've been born 9 years prior.
