Let "d" be the number of dimes.
Then the number of quarters is (23-d).

The "value" equation is 

10d + 25*(23-d) = 500 cents.

10d + 575 - 25d = 500,

10d - 25d = 500 - 575,

-15d = -75,

d = %28-75%29%2F%28-15%29 = 5.

Answer.  5 dimes ans 23-5 = 18 quarters.
