Then the number of "failing to wear seat bells" was (117-x).

Your "value" equation is

50x + 35*(117-x) = 5340.

Simplify and solve for x:

50x + 35*117 - 35x = 5340,

15x = 5340 - 4095  --->  15x = 1245  --->  x = 1245%2F15 = 83.

Answer. 83 tickets for speeding and 117-83 = 34 tickets for failing to wear seat bells.
