The best way to solve this problem is first to set up in Slope-intercept form (y=mx+b)
3x-2y=-1==>Subtract 3x from both sides==>-2y=-3x-1==>Divide by -2==>y=3/2x+1/2==>the number in front of x is your slope. In order to find slope of the perpendicular take the NEGATIVE INVERSE of the slope==>y=-2/3x+1/2==>For the last part plot (2,-7) and go down 2 right 3 and draw a line through them.
