The condition says that the numbers of bills are
3x for 2-rs notes,
2x for 5-rs notes, and
4x for 10-rs notes,
where x in an unknown "common measure" of these quantities (of bills).
Then your "value" equation is
2*(3x) + 5*(2x) + 10*(4x) = 728, or
6x + 10x + 40x = 728, or
56x = 728.
Then x =  = 13.
Thus there are 3*13 = 39 of the 2-rs notes, 2*13 = 26 of the 5-rs notes and 4*13 = 52 of the 10-rs notes.
In total, 39 + 26 + 52 = 117 notes.
