I think that the faucets fill a  , as well as the drain empties a the (and not a sink).
At given conditions, 5-minute faucet fills  of the tank volume per minute,
while a 4-minute faucet fills  of the tank volume per minute.
A drain empties  of the tank volume per minute.
So, the tank loss  =  =  of the volume per minute.
Hence, it will take 20 minutes to empty the tank.
