2L+2W = Perimeter
and the problem says that L = 4W+3, so substitute:
2(4W+3)+2W = 51 distribute the 2 over the elements in the parenthesis
8W+6+2W = 51
10W = 45
W = 4.5
and L = 4(4.5)+3 = 21
