If you assume that Angle C is a right angle, then you can use the use the Law of Sines because you can calculate the measure of Angle B: Angle B = 90 - 23 = 67 degrees.

Note: All trig function arguments are in degrees.
But since there is absolutely no reason to assume that Angle C is a right angle except to say that it sort of looks like it, this problem CANNOT BE SOLVED with the information given. If you make unwarranted assumptions on the SAT, PSAT, ACT, or any other standardized test based on "sorta looks like" you will do very poorly.
