Make the width = x
Length = 2x - 3
Perimeter = 2 x Length + 2 x Width
54 = 2(2x - 3) + 2(x)
54 = 4x - 6 + 2x
54 + 6 = 6x
60 = 6x
x = 10
Width 10 cm
Length = 17 cm
