Multiply/divide the constants (mantissa in scientific notation talk), add/subtract the exponents, simplify as needed.

The mantissa has to be between 1 and 10.
%28%285x10%5E7%29%289x10%5E3%29%29%2F4x10%5E7=1.125x10%5E%281%29x10%5E%283%29
%28%285x10%5E7%29%289x10%5E3%29%29%2F4x10%5E7=1.125x10%5E%284%29 or 11250

(5×10^7)(9×10^3)/4×10^7 = [5*9/4][10*7*10^3/10^7] = 11.25*10*3
= 1.125*10^4

(5×10^4)(9×10^−7)/1.5×10^−8 = [5*9/1.5][10^4*10^-7/10^-8] = 30*10^5
= 3.0*10^6
--------------------------
6×10^15/4×10^13 = [6/4][10^2] = 1.5*10^2
