Draw a picture of this. Let the p be the perimeter. That is the length of the molding needed. The two-inch mat around the "picture" does not matter in this exercise. Or, maybe it does matter. You would maybe need to cut off a right triangle on both sides of each of the four pieces. Yes. That's it.

Look at the outside perimeter.

2%2811%2B2%2A2%29%2B2%2814%2B2%2A2%29=outerPerimeter
p for outer perimeter,
p=2%2A15%2B2%2A18
p=2%2815%2B18%29
p=66--------------this is how much molding.

I'm not sure I understand. I think what you want is
the new perimeter of the picture with the 2 inch
mat included
------------------------------
+11+%2B+2%2A2+=+15+
+14+%2B+2%2A2+=+18+
The new dimensions are 15 x 18
Perimeter = +2%2A15+%2B+2%2A18+
+30+%2B+36+=+66+
So, I have 33 in for the length of molding
around the pioture plus mat
