The two angles are complementary angles. By definition, they add to 90 degrees.
(measure of angle 1) + (measure of angle 2) = 90
(5y+1) + (3y-7) = 90
5y+1 + 3y-7 = 90
(5y+3y) + (1-7) = 90
8y - 6 = 90
8y - 6+6 = 90+6
8y = 96
8y/8 = 96/8
y = 12
