If you add both equations, you get 
-x-5y+x+5y=8-15 , 
which simplifies to 0=-7. 
Obviously there is no ordered pair of values (x,y) that can make 0 equal to -7. 
Both variables were eliminated at the same time, 
and what was left is not true. 
There is no solution. 
The two equations represent parallel lines.

- x - 5y = 8 ----- eq (i) 
X + 5y = - 15 ------- eq (ii) 
Assuming x = X, adding the equations gives: 0 = - 7, but  , so NO SOLUTIONS exist. 
To confirm, you can check further to see that both equations have the same slope, which means that lines formed from the equations are parallel, will NEVER intersect, and AGAIN, have NO SOLUTIONS.
