The rate is 8% annual compounded monthly (when payments are made). Thus, the monthly rate is 0.08/12 = 0.00667
The number of period n=30 years, and 30*12(months per year)= 360

Payment = r(PV)/[1-(1+r)^-n]
plug in your numbers:

1100 = 0.00667(PV)/[1-(1.00667)^-360
We have a negative exponent. A negative exponent is like the reciprocal of the number, so 1.00667^-360 = 1/1.00667^360. Solve this and you get: 0.0913
Now we have:
1100 = 0.00667(PV)/1-0.0913 = 0.00667(PV)/[1-0.0913] = 0.00667(PV)/0.9087
