 Let x represent the number of Quarters

25x + 5(15-x) = 135 CENTS makes sense

20x = 60

x = 3,   the number of Quarters.  12 Nickels 15-3

And...

3*25 + 12*5 = 75 + 60 = 135 CENTS.  CHECKS!
