Reword the problem as:

$425  is  5% of what?
  ↓   ↓   ↓   ↓  ↓
 425  = 0.05  ∙  x 

 425 = 0.05x

Divide both sides by .05

425/0.05 = x

    8500 = x

The car before tax was added was $8500.
