Let n represent the rate of the freight train. If the passenger train overtakes the freight train in 2.5 hours, then the freight train has been traveling for 1.5+2.5, or 4 hours. So:
4n=2.5(n+18)
4n=2.5n+45
1.5n=45
n=30
