 990/9 = 110 mi/hr difference in speed.
 --> r1 = r2 + 110

 r1 = 2*r2 (stated)
 ---
 2r2 = r2 + 110
 r2 = 110 mi/hr
 r1 = 220 mi/hr
 ===================
 Planes that slow don't have 9 hours of fuel, and I doubt they refuel in the air.
