My attempt following your suggestions:
Circumference = pi * diameter
= 3.1416 * 28 = 87.96 = 88 in. = 7.33 ft. in 1 revolution.
10 mi. / hr. = 52800 ft. / 60 min. = 880 ft. / min.
880/ 7.33 = 120 revolutions per min.
Where am I correct?
Also, a question;
In your mathematical opinion(s), why would the solver write such a solution included with problem?

You can put this solution on YOUR website! In the original problem, they gave the circumference of 28, if they meant that it was the diameter that was 28 and you had to find the circumference from that, this would make sense.
