It's worded in a confusing way.
I think that the venue, +V+ here is everything
besides the ticket sales, so:
+V+=+65n+%2B+600+
and
+C+=+100n+

What's confusing is they are calling everything "cost",
but +V+ is a cost and +C+ is income received
( from the point of view of those running the event )
