I like the point slope formula
y-y1=m(x-x1), where m is the slope and (x1,y1) is the point. Watch for signs.
y-0=(4/5)x+3
y=(4/5)x+(12/5)
The y-intercept is 12/5 and the slope is over right 5 and up 4 or over left 5 and down 4.
You could do that from the point (-3,0), too.
