Put the whole description into an equation starting with some variable for the side of the square.

x, the side of original square.

The sides for the rectangle formed, (x+5) and (x-3);
2%28x%2B5%29%2B2%28x-3%29=40

=2x+10+2x-6=40
=4x+6=40
4x=34
