 Let number of pennants bought be "x"; value of these is 1.25x dollars

 Number of caps bought = "24-x" ; value of these is 1.5(24-x)=36-1.5x dollars

 EQUATION:
 value + value = 34 dollars
 1.25x + 36-1.5x = 34
 -0.5x = -2
 x = 4 (number of pennants bought)
 24-x=20 (number of caps bought)
