Sorry, but something is incorrect in your problem statement. Using the data provided, 9 and a half people applied to the Times and Punch but not to the Graphic. 14 and a half people applied to the Times and the Graphic but not the Punch. And 15 and a half people applied to Punch and Graphic but not the Times.
Half a person applying for a job at a newspaper is simply absurd. Maybe if they were applying at McDonalds...
