2002=7 year (x), 16.5% (y)
slope is change in y over change in x=6.7/7
point slope formula
y-9.8=(6.7/7)*x
y=(6/7/7)x +9.8; 6.7/7=0.957; y=9.57x+9.8

y-16.5=(0.957)(x-7)
y-16.5=0.957x-6.70
y=0.957x+9.8, where x is the years after 1995 or year-1995 and y is the per cent of charges
