m is the slope and b is the y-intercept.

start with 3x - 2y = 4
subtract 3x from both sides of the equation to get -2y = -3x + 4
divide both sides of the equation by -2 to get y = (-3/-2)x + 4/-2.
simplify to get y = (3/2)x - 2.
the slope is 3/2.
