I'd would like to say that conversion is on the same level as proportions.
Is it math or not?

A typical engineer makes conversion/conversions hundreds times per year,
and MUST do it freely and without errors.

It's a conversion, not a math problem.
You either know it, or you look it up.

c in mi/hr is not commonly used.
miles/second is more common.
