That is TWO equations. Multiply the members to make coefficients on either variable equal in both equations.

2x - 3y = 3.      (2)

Multiply eq.(1) by 3 (both sides) and multiply eq.(2) by 7. You will get

 9x - 21y =  6,   (3)
14x - 21y = 21.   (4)

Now distract eq.(3) from eq.(4).  The terms with "y" will canceled (eliminated), and you will get a single equation for "x":

14x - 9x = 21 - 6,   or

5x = 15   --->   x = 15%2F5 = 3.
