I think the condition is wrong, and this is WHY.
The percent of the people who know kannada is given as 40% of the entire population.
The percent of the people who knows english and kannada is given as 42% of the population.
The second number CAN NOT be greater than the first one.
Agree?
Similar notice for 20% and 23%.
