 132 = f + 320m
 202 = f + 520m

 Subtract and solve for the per minute fee "m"
 70 = 220m
 m = 7/22 dollars

 f = 132 - 101.81 = $30.18 (monthly fee)

 y = 30.18 +  (7/22)m
