Yes, it is possible.

Moreover, it is possible to construct an isosceles triangle with two congruent sides of any side length and
any measure of an apex angle positive and less than 180 degrees.

It is so obvious . . . that I never think about "why".

Why not?

It does not contradict any axiom of geometry and any property of a triangle.
