1:25000 scale means that 1 cm on the map represents 25000 centimeters of actual distance. 25000 cm is 250 meters is 0.25 km. So 4 cm on the map represents 1 km. 18 divided by 4 is the number of kilometers the map claims is the distance from Islip to Beckley.
