A couple of ways to do this...anyway, from standard form, we know the slope is
m = -A/B = -1/4
Parallel lines have equal slopes...
Now use y = mx + b to find b...like this...
-7 = (-1/4)(12) + b
-7 = -3 + b
-4 = b
and our line is
y = (-1/4)x - 3
