The slope intercept form of a line is:
y = mx + b

m is the slope of the line and
b is the y intercept

we are given the Slope is - 2/3
and the y intercept is (0, 11/3)

so it is just a matter of replacing m with -2/3
and replacing b with 11/3

so lets do that
y = mx + b
y = -2/3x + 11/3
