My drawing below will likely show up on your screen larger than yours

1. Using your ruler, draw PQ, measuring it
to be 9.5 cm.
2. Using your ruler, open compass to 8.5 cm.
With sharp point of your compass on P, swing
an arc about where you think R will be.
3. Using your ruler, open compass to 9.8 cm.
With sharp point of your compass on Q, swing
an arc intersecting the arc in step 2. The
point where they intersect will be R.
4. Draw PR
5. Draw QR
6. With your protractor, measure angle PQR.
(I got 52°)
7. Open compass an arbitrary amount, a
little more than half of PR.
8. With sharp point of your compass on P,
swing two arcs, one on each side of PR
9. Keeping your compass opened the same
amount, move the sharp point to R and swing
two arcs intersecting the other two arcs
from step 8.
10. Draw a line through the intersections of
the two arcs.  That's the green line in the
drawing above. That is the perpendicular
bisector of PR.
