let s = Alan's hiking speed 
Ben is .4 mph faster, therefore 
(s+.4) = Ben's hiking speed

When they meet, the sum of their distances = 16 mi 
They both hike for 4 hrs

Write a distance equation; dist = speed * time 
4(s+.4) + 4s = 16 
4s + 1.6 + 4s = 16 
8s = 16 - 1.6 
8s = 14.4 
s = 14.4/8 
s = 1.8 mph is Alan's speed 
then 
1.8 + .4 = 2.2 mph is Ben's speed
