The base is total quantity of something.
A good way to determine base is ask your self "percent of what?" the "what" is the base.
And the amount is the part of something.

So lets look at the question given here:
What is 35% of 25.00?
First determine which two elements are given. Then choose the correct formula to find the third element.
Rate is the percentage so we can easily identify 35% as the rate.
Now ask yourself "percent of what?" You answer 25.00 so 25.00 is the base.
Ok we know we have the rate and the base. Whats left? The amount. So we will use the formula:
plug in what we know
amount=(25.00)(35%)
to multiply 35% we need to convert it to a decimal by dividing by 100
so 35/100 equals .35 now we have this:
multiply 25.00 times .35
So 35% of 25.00 is 8.75
