the probability of the first light being green is 25/40 because it is green for 25 seconds out of each cycle of 40 seconds.
the probability of the second light being green is 8/20 because it is green for 8 seconds out of each cycle of 20 second.
assuming that you have a random chance of hitting a green light each time you get to each light, then the probability of getting two greens in a row is 25/40 * 8/20 = 200 / 800 = 2/8 = 1/4.
you will be able to get through both lights without stopping 25% of the time.
