let x be the cost of his meal, then
.20 * x = 7.50
x = 7.50 / .20
x = 37.50, therefore
the cost of his meal is $37.50
now we want 37.50 + 7.50 = $45.00
the cost of his meal plus tip is $45.00

As I read this, the 20% is $7.50 tip.
.2 X = $7.50
X = $37.50

x= 7.50/.20= 37.50 was the cost of the meal before the tip was added.

+x+=+7.5%2F.2+
+x+=+37.5+

The cost of the meal AFTER the tip is added is:
+37.5+%2B+7.5+=+45+

The $9 you got is +.2%2A45+=+9+
This is taking 20% of the meal price PLUS the tip
