let x be the cost of his meal, then
.20 * x = 7.50
x = 7.50 / .20
x = 37.50, therefore
the cost of his meal is $37.50
now we want 37.50 + 7.50 = $45.00
the cost of his meal plus tip is $45.00

As I read this, the 20% is $7.50 tip.

X = $37.50
