Probability is 5 C2, or 10 different ways 2 bulbs can be defective* (0.04)^2(0.96)^3
That equals 0.014.
This is a sensible answer. Low probability that a bulb is defective, and expected value is 0.2 bulbs defective from 5 chosen, so 2 would be highly unlikely.
