what is the statement of the problem?
if you mean
4(y^-5) / 2(y^-11), then
note that 1 / (y^-11) = y^11
4(y^-5) / 2(y^-11) = (4(y^-5) * y^11) / 2 =
divide by 2 and add the exponents of y
2y^6
