Let x be the measure of our angle in degrees.

The 90°-x is the complementary angle. Thus you have an equation

x = 2*(90-x) + 9.

Simplify and solve it:

x = 180 - 2x + 9,

x + 2x = 189,

3x = 189,

x = 189%2F3 = 63°.

Complementary angle is 90° - 63° = 27°.
