Take the -4%2F7
Change its sign. Get 4%2F7
Invert it. Get 7%2F4
Write y=expr%287%2F4%29x%2Bb
Substitute x=-4 and y=-5
-5=expr%287%2F4%29%28-4%29%2Bb
-5=-7+b
2=b

Substitute 12 for b in y=expr%287%2F4%29x%2Bb, get y=expr%287%2F4%29x%2B2.

If we draw the graphs of each, we get what is below.  The red line is 
the graph of the given equation, and the green one is the line through 
(-4,-5) which is perpendicular to it.
