Perimeter P = 2L + 2W = 16.
We also have L = W + 3.
Substituting that into the first equation gives us
2(W + 3) + 2W = 16
2W + 6 + 2W = 16
4W + 6 = 16
4W = 10
W = 2.5 feet
L = 5.5 feet
