I am not sure how to solve this one since the water depth is at 4 feet.

assuming it is an inverted cone (point down), the diameter of the water surface is proportional to the depth

at 40 feet, the diameter is 12 feet ... at 4 feet, the diameter is 1.2 feet

radius is .6 so area is .36pi ft^2
