move 4x to the right; you can add -4x to both sides and it will eliminate 4x on left side

4x-4x%2B7y=-4x%2B28
cross%284x%29-cross%284x%29%2B7y=-4x%2B28
7y=-4x%2B28............both sides divide by 7 to single out y
7y%2F7=-4x%2F7%2B28%2F7
y=-%284%2F7%29x%2B4

7y = -4x + 28
