From the statements in the problem we have
P = 2L + 2W = 40 and
4L = 7W + 3 or 2L = (7/2)W + 3/2
Substitute this into the first equations and get
(7/2)(W) + 3/2 + 2W = 40
(11/2)W = 77/2
Multiply by two
11W = 77
Divide by 11
W = 7 cm
L = 13 cm
